Supplied specialist advice on rural planning, biodiversity, protected areas management and the use of participatory approaches to resolve associated issues with both local communities and the various levels of government, and to assist in implementation:

á      established South Palawan Planning Area as an innovative model for coordinating planning in areas of common interest between different planning authorities

á      initiated, developed and guided through to adoption and implementation of SPPA as a tool for physical planning and community-based sustainable development in 5 municipalities comprising SPPA

á      major concerns included biodiversity conservation, local community development, watershed protection, ancestral lands, upland communities, municipal comprehensive land-use plans and institutional development and other areas of mutual concern

á      the strategy is now implemented autonomously by the municipalities

á      initiated detailed plans for upland management areas, river catchments and town-supply watersheds

á      liaised with local communities, indigenous peoples, government

á      revised management plans for a major national park

á      developed a model management strategies for protected areas

Formulated a comprehensive and innovative Û60 million development programme for biodi­vers­ity conservation and management in China contributing to rational economic develop­ment, as a major component of the biodiversity element of the National Capacity Self-Assessement:

á      took a lead role in NCSA workshops and planning sessions, collaborating with UNDP/GEF

á      prepared a successful formulation Proposal and Financing Proposal for a comprehensive and strategic national programme for biodiversity

á      liaised with all major actors influencing biodiversity (inter alia ministries or similar of Agriculture, Construction, Environmental Protection, Forestry, Land Resources & Management, FAO, UNDP, bilateral agencies, international and national NGOs)

á      undertook feasibility study with Chinese counterparts in Beijing and provinces (Hainan, Hunan, Qinghai, Yunnan, Xinjiang), liaising with various levels of local government and the public

á      issues covered policy, public awareness and field programme design, reflecting the ubiquitous nature of biodiversity and influences on it

á      also the relationships between desertification, climate change and biodiversity, and the provisions of international conventions/protocols thereon

á      identified national and provincial needs for institutional development, particularly vertical and horizontal integration within and between sectors, on biodiversity issues

In Mindanao:

á      developed an extensive management manual for a 50,000 ha national park

á      a practical document, adopted officially, accepted locally and being implemented

á      included zoning, rural development in buffer zone communities

á      emphasised participatory planning & cooperation of local communities, natural resource and biodiversity conservation and coordination

á      addressed problems of poverty alleviation, ecotourism, fund raising, organisational development

á      stakeholders included 31 municipalities in 3 provinces totalling c.1 million people

In Quezon City:

á      developed a detailed management plan format for national use

á      designed a system for identifying the detailed data required for comprehensive management planning

1996-98         Lithuania (Agristudio/EC-Phare) Team Leader Biodiversity & Landscape Conservation

Implemented a project to improve management of LithuaniaÕs protected areas system through enhanced administration, information management, technical and territorial planning:

á      responsible for all management, technical coordination and administration aspects of the project

á      liaised with relevant government departments and local authorities

á      audited public hearings for planning proposals

á      supervised design and production of cadastre databases for registration, administration and planning of protected areas, habitats and species, with links to other GIS databases in Lithuania

á      oversaw drafting of regulations for management of the database

á      developed a new territorial planning model, with integral planning scheme, based on GIS

á      introduced the concept and methodology of a protected area business plan, applied to Varniai Regional Park

á      oversaw manufacture and placement of road and similar signs as a demonstration programme

á      ran a comprehensive study tour for 30 protected areas professionals on principles & role of environmental resource economics & management planning in regional parks in western Europe

Reviewed and revised Lithuania's national Biodiversity Conservation Strategy and Action Plan

1996          Sri Lanka (FAO for UNDP/GEF)  Mid-Term Evaluation team member Development of Wildlife Conservation & Protected Area Management project

Undertook Mid-Term Evaluation Mission of a project to:

á      conserve the biological diversity of Sri Lank in representative terrestrial, freshwater , coastal and marine ecosystems

á      manage wildlife resources sustainably

á      enhance the contribution of wildlife conservation and protected area management to national socio-economic development

and specifically to:

á      raise the scientific and technical capacity of the Department of Wildlife Conservation

á      develop capacity for systematic assessment and management of the human-elephant conflict and develop viable wildlife conservation strategies

Evaluation included detailed review and critical reporting of all aspects of the project (objectives, design, implementation and field activities, training programmes, development of a National Wildlife Training Centre, national PA system and strategy, coordination, etc.) as well as a visit to Dehra Dun (UP, India) to inspect the competences and facilities of the Wildlife Institute of India as a major cooperating institution

1995/6      China (SECA/WB-GEF)  Team member for organisational management Nature Reserves Management Project

Member of a team developing 11 nature reserves in central and southern China (Fujian, Hubei, Jianxi, Shaanxi, Yunnan)  as models for national application:

á      assessed organisational management in each reserve and made detailed critiques and recommendations

á      reviewed and made recommendations on institutional development, eco-tourism and community participation

á      taught courses on organisational management planning and implementation to national nature reserves staff (c. 60) in Foping National Nature Reserve and Shennongia National Nature Reserve

1993          Sierra Leone (EC)  Project formulation consultant Outamba-Kilimi National Park

Assessed means to improve protection of wildlife, especially rare species, through protection and limited exploitation by and in close cooperation with the indigenous local population

á      emphasised park/rural community development and management systems to create protect the direct economic interests of local people

á      identified sustainability options through appropriate tourism and community relations

á      identified possible basic sport hunting facilities in wildlife areas outside the park

á      obtained interest by international and local NGOs and by local sport-tourism enterprises

á      addressed issues regulatory sponsorship  and supervision by the Sierra Leone government

Led a team to study the feasibility of a support project to Kenya Wildlife Service:

á      reviewed senior staffing and training of Kenya Wildlife Service

á      assessed major infrastructure and equipment requirements of KWS

á      liaised with multi-lateral and bilateral donors to assess potential partners and support mechanisms

1989-91    Malawi (FAO/UNDP)  Chief Technical Advisor Wildlife Management & Crop Protection

Led of a team developing appropriate institutional capacity for resolving conflicts between local communities and parks and reserves, particularly crop/grazing protection, compatibility with tourism development, national conservation strategy and protected area management including cultural resources:

á      responsible for all administrative/financial management and technical aspects of the project

á      developed institutional capacity for resolving conflicts between people and parks

á      supervised practical crop protection measures including major electric fencing and "lo-tec" village methods

á      supervised techniques for assessing crop damage

á      established a national HF radio network for Department of National Parks & Wildlife

á      established VHF radio networks in key national parks

á      wrote a first national conservation strategy

á      established and implemented training programmes for field staff

á      developed and implemented training programmes and study tours for senior staff
